While some sites and people may keep a list of some information about addresses and such, there is no directory. This is because the key pairs are created by math and the client/software only deals with that key pair when needed. All the key pairs can be said to be pre-determined, but they are not touched until a wallet needs to.

Technically another wallet user could end up with the same key pair as you, it will never happen as there are far too many pairs, but it could happen. Your wallet requests a private key when you create a wallet and the wallet then produces the other half of the pair.
