This project is LocalBitcoins for Ether and all Ether-based tokens - it is truly decentralised, you can post any pairs and trade any tokens for any asset, you can even schedule an IRL meetup and swap cash for tokens offline, unlike EtherDelta. The UI is solid, too, but will be developed further. Also, CoinsOpen is privacy-oriented and features a smart-contract Ether/token mixer.

No, the project is not Chinese. Core developers and most of the team is based in Germany, Hamburg.
CoinsOpen features a peer-to-peer trading system just like Local Bitcoins. It can be described as Local Ether (and tokens) in short. But you can test the up&running version on our website, https://coinsopen.com/main, though it is recommend to use only little amount of money as bugs are possible.

Exactly just like on LocalBitcoins platform, a person who sells BTC in exchange for fiat payment (it is usually a mobile card-to-card transfer) decides for himself which level of protection he wants. Due to card-to-card transaction being more secure than ordinary payments with CVC, chargebacks rates and fraud incidents are dramatically lower.
