There are several different types of Bitcoin clients. Server-assisted clients like blockchain.info rely on centralized servers to do their network verification for them. Although the server can't steal the client's bitcoins directly, it can easily execute double-spending-style attacks against the client.

you can try contacting paypal and saying them you were scammed, or that your account has been hacked and you want the payment refunded, i heard it works, i dunno how to do it though, but there must be guides online on how to do it and what to say

just ignore him, do not respond to his messages anymore as he may try  to use it against you
also this forum is "libertarian", as in freedom of speech is deemed important, so you can always say whatever you want, threads like these are allowed, even if maybe misplaced

I would recommend you not to do that, just say that your account was hacked (or something like this).
PP usually is not willing to refund if you've sent your money by yourself.

the amount can be low still being his money and being robbed by someone is not something that can be accepted, if it were in real life the thief would already be in prison

OP try to get in touch with paypal and explain your situation, you must tell the truth to paypal so that they help you, show all evidence that you have
