Your information is partial, i have a few questions, I have a friend who is good in python, he can probably do this, From where do you want to get the news from? And what kind of alerts do you want? A Notification on mobile phone or an Email/sms notification..

You can use cryptopanic api or bots if you want to make alert based on actual news/updates

You can also code your own bot using RSS feed url of different news sources. If you just want to make bot for price alert than use coinmarketcap api.

If you can't code yourself, than make proper offer in service section for developer also you can post your project in xbtfreelancer.com
