If there is only 20% for sale in the ICO and 1.5% for the airdrop, how do people get their hands on the rest? What is the locked amount for? It is a very large percentage of the total number of coins. As you have already taken 15% I don't understand why there is such a large amount of coins not being distributed.

The coins were locked so as to be periodically distributed to token holders, and for future projects as voted by the community.

That is a good enough answer, I hope they do get used for that purpose. People are always cautious before investing their money into a new project, especially when there is a large amount of coins being retained. I had to ask I may invest, I have not decided yet.
