 There are other things wrong with this chart.  I have painted a stripe down the left side of the image using the same colour represented on the lowest tier of the graph.  As you can see it also matches one of the small upper tiers and yet I cannot find this same colour in the legend.  I would imagine there are some coding issues.

Just observing and putting out a theory that the initial run of the chart was based off different values than the latter part of the chart near that obvious dip.  The representation of the data was left with no indication of a change in the charts values, they all look consistent, but the underlying data is not, so, what you really have there is essentially two different charts placed side by side.

TL:DR - Bad coding, lol.
