It seems to be not, as far as I know
There're at least 2 competitors mentioned in a whitepaper: Iconomi and Melonport. And a BlackmoonCrypto project is also working in the same space.

Not true. All these projects are already working as far as I know. At least Iconomi is working as it was supposed to for sure. It'd collected ~10m$ in September 2016: https://icobench.com/ico/iconomi
Melonport had ICO in February - March 2017. BlackmoonCrypto is relatively new. It had its ICO in September 2017.
All these tokens are already tradable, you can find them on coinmarketcap.com.

platform tokenbox is its own development, accordingly it works on its own terms and does not depend on the terms of the smart contract.
