Because In One Bitcoin Services They Have Same First Number
Like All Poloniex Address With Same First Number

The answer : "2", because 3 - 1 = 2 :-).

Seriously, Exchanges addresses are not real Bitcoin addresses because you haven't the private key.
Then, they can made addresses they want, whithout Bitcoin protocol rules compatibilities.

Read Bitcoin Address start with 1 or 3 for the answer to your question.

Seriously, Exchanges addresses are not real Bitcoin addresses because you haven't the private key.
Then, they can made addresses they want, whithout Bitcoin protocol rules compatibilities.
