I think the 4 hour rule is great. Probably more important than the 5 post rule. I don't know how long it will take for me to have five things worth saying in the Newbies section where I'm skeptical about the quality of answers I'll get. But forcing me to read means that when I finally can ask questions I'll have better questions to ask.
If it were up to me I'd make it a two post/40 hour rule. That way I wouldn't be trolling through the newbie section looking for something that moves me to say something.
I mean, this post is an authentic expression of my opinion, but it's a waste of my time typing it and probably a waste of your time reading it.

I'm sure I already know the answer to this question, but would pre-registration time count toward 4 hours on the forum? I've spent many, many hours lurnking reading bitcointalk threads, but it looks like none of that counts toward posting requirements until I register an account.

OP, there's a timer on the top left which says "Total Time logged in:" which will say how much time the system has calculated you to have logged in.
IIRC, you need to be active every few minutes or so for the time to count. If you're inactive for too long, the timer will just stop.

It would not have been difficult for the forum to store a cookie when you first visit the site, and track your time on the site even before you register. Then when you do finally register, it acknowledges the time you already spent on the site.
Like a lot of people, I read many posts on a site for weeks or even months before finally wanting to register - and then you have to wait and can't even ask a question, even though you're not really a newb. Oh well I guess it's only 4 hours, but that seems like forever when you have a question to add to an existing thread (outside the newb forum).

I've spent well over 10 hours just lurking in either the miners or newbie section yet my "time logged in" is only 3.17 hours and hasn't changed for a while.
do I need to post every now and then to prove I'm logged in?

Yes, that was annoying, as I too was a lurker. And also after registering and spending a lot of my time lurking through forums again, I've noticed my timer does not add correctly.
Then I've set up autorefreshing for a tab in my browser, and remaining 3 hours went by pretty fast.
