So I registered for the ICO. Scanned the code received my verification codes.

But the term and conditions says,,,https://tokensale.civic.com/CrowdsaleTerms.pdf

After logging into the Crowdsale portal via the Civic App and scanning your QR code, you will
be prompted to select a Purchase Tier.

Does the "prompting" happen once the crowdsale starts? 

It is a little unclear as I have already scanned the code.

That's a long stroy. First you have be in queue by downloading a mobile app and reading a QR code from your smart phone.

Then you get in the line and see there are thousands of people in front of you.

This is not for me really.
