Hi all,

my wife also wants her own account on bitcointalk which would lead to the problem of 2 accounts sharing the same IP address. Is it ok? What are the rules here?

It's not against the rules to have two or more accounts on one IP, but if one of you is banned then both of the accounts could be at risk.

And you don't have to. You also don't have to use VPN and don't have to worry about another account having the same IP.
People who are using VPN servers are sharing an IP without even knowing it because the number of addresses by provider is limited.
