As I understand you are interested in who takes money for the transaction? Of course, the miners. In order to carry out a transaction need to buy the hardware, spend energy and earn income. All of these costs dampens fee per transaction. So now is not profitable to make translations of small amounts. In order to solve the issue in November will be introduced segWit2x but it will be another coin btc1.

Miners are the ones who take the fee, it's called miner's block reward. Blocks contain the transactions, thus, when one block is mined, all the transactions included in that block are confirmed.

The one who are taking the transaction fee is the miners. But I think on website, for example you are using an exchangers they are the ones who are taking the fees. Because of the toll in using their service.

Miners confirm transactions with their mining power. Which means the higher the fee the higher priority for a miner. Miners get very small amounts each time. SO the miner who confirms the transaction gets the fee.

Miners take fees, which are necessary because as the block reward gets smaller. Without a reward miners wont earn a profit.
