Becaue everyone can claim this.
Bitcoin Platinum implements a a host of new PoW algorithms in order to achieve full decentralization of Bitcoin: blake2s, x17, lyra2v2, skein, myr-gr, Equihash, Scrypt, sha256, qubit, x11 and x13. This makes mining truly decentralized again. Special computer hardware designed for BTC mining (ASICs) can mine BTP as well as users with GPUs. This is achieved as every algorithm follows its own difficulty curve, and GPU-only algorithms will have a much lower difficulty than those mineable by ASICs. By using multi-algorithm approach, we are reaching for the true decentralization and we are making Bitcoin Platinum accessible to everyone. But mostly we are after the money grab

What is Bitcoin Platinum?
Mostly a way to grab some money and worm our way to some exchanges w/o paying them a shit.
Bitcoin Platinum is a fork of the Bitcoin blockchain that will occur in November, 2017. At the predetermined block height, Bitcoin Platinum miners will begin creating blocks with the new proof-of-work algorithms, and this will cause a bifurcation of the Bitcoin blockchain. The original Bitcoin blockchain will continue on unaltered, but a new branch of the blockchain will split off from the original chain. The new branch is a distinct blockchain with the same transaction history as Bitcoin up until the fork, but then diverges from it. As a result of this process, a new cryptocurrency will be born. We haven't tested it, but in theory it's how it works.

The purpose of Bitcoin Platinumis to make Bitcoin mining decentralized again. Satoshi Nakamoto’s idealistic vision of “one CPU one vote” has been superseded by a reality where the manufacture and distribution of mining equipment has become dominated by a very small number of entities, some of which have engaged in abusive practices against individual miners and the Bitcoin network as a whole. By changing Bitcoin’s proof-of-work algorithm from SHA256 to multi-algorithm, all of the specialized SHA256 mining equipment will be just as good as everyone's own GPU for mining the Bitcoin Platinum blockchain. Thus, Bitcoin Platinum  will provide an opportunity for countless new people around the world to participate in the mining process with widely-available consumer hardware that is manufactured and distributed by reputable mainstream corporations. A more decentralized, democratic mining infrastructure is more resilient and more in line with Satoshi’s original vision.

How can I get Bitcoin Platinum?
Go buy BTC and make the altcoins price drop again.
The Bitcoin Platinum (BTP) initial coin distribution method is exactly the same as that used by Bitcoin Cash (BCH). All Bitcoin holders who possess BTC private keys in November (block 494 494) will receive Bitcoin Platinum on the rate of 1 BTC = 1 BTG (If you have 20 BTC you will receive 20 BTP). Sorry but this looks like a scam
The difficulty difference between their algorithm and the one you'd use with your GPU makes up for the difference. You can check how it works for Digibyte (DGB) or Verge (XVG), for example. This gives equal footing to ASICs and GPUs, as they don't mine the same algorithm, and yet we don't kick out half the hardware in the world.

Sorry but this looks like a scam

I don't think that software even exists. The theory is that a secret batch of comprehensive chips was produced in chian tau province of great china, those were mounted into next gen pentagon sockets and stress tested under prolonged load. After a bit of running under linux kernel chips were shipped to australia and sold to mr garzik.
