I am not saying that the developer could come back. But it wouldn't surprise me he dumped it, and sold the coins to one of his own accounts, and he might still be hoarding cheap coins.

if he just opens the website, what would happen with the price. I mean that whitepaper and that website took a lot of work, would be weird to dump for just 10 ethers,  while he could have 100 to 500 ethers if he continued. So a bit weird to dump now.

ED simply lists coins that pay them. So any dev can pay the listing fee and get their coin listed on ED.

ED cares only about the money, simple. They don't care if it's a legit coin or scam because at the moment of listen ED  is already paid.
