Yes this is ture they will have new owners and management effective April 2018, with major upgrades to the exchange to better handle scaling, stability and security. Remaining user balances that has not been withdrawn before 2018-04-01 will be considered a donation and is not refundable.

As far as i know, they are closed (that means you can not be able to transact/trade on the site) temporarily for ongoing update and development of the said exchange market and new management will be handling it when it opens back in the beginning of 2nd quarter of 2018.
