Huncoin, pronounced, "Hoon" Coin, uses Peer to Peer, Blockchain technology to operate without central authority or banking, and is free to use.

Hoon, also spelled Hun, is a single-syllable masculine Korean given name, as well as a morpheme in many other Korean given names. The meaning differs based on the hanja with which the name is written.

[이데일리 노희준 기자] 정부가 모든 형태의 가상통화를 통한 자금조달인 ‘가상화폐 공개’(ICO)를 전면 금지키로 했다. 속칭 ‘코인 마진거래’로 알려진 사실상의 신용공여행위를 하는 가상통화 취급업자와 금융권의 일체 영업제휴도 금지했다.
한국블록체인산업진흥협회는 이에 “정부의 이와같은 일방적인 대응조치에 대해 우려와 유감을 표하는 바”라며 “가상통화 취급업자를 선별하지 않고 일반화해 준범죄자로 취급하는 정부의 태도는 적절하지 않다”고 반발했다.

김용범 금융위원회 부위원장은 29일 금융위, 기획재정부 등 범정부 및 관계기관이 참여하는 ‘가상통화 관계기관 합동 TF’를 개최하고 최근 국내외 가상화폐 시장 및 규제 동향에 대한 대응조치를 논의한 뒤 이 같은 추가 방안을 마련했다고 29일 밝혔다. 정부는 최근 시중자금이 투기적 방향으로 쏠리고 있다는 데 우려를 표했다.

이에 따라 기술·용어 등에 관계없이 모든 형태의 가상화폐 공개(ICO)를 금지할 방침이다. ICO는 주식시장의 기업공개(IPO)와 같은 개념으로 가상화폐 발행을 통해 자금을 조달하는 것을 말한다. 전세계적으로 증가하고 있고 최근 국내에서도 ICO 움직임이 있는 것으로 파악되고 있다.

앞서 정부는 지난 9·1 대책에서 증권발행 형식으로 가상통화를 이용한 자금조달 행위는 자본시장법 위반으로 처벌한다고 밝혔다. 하지만 그럼에도 다양한 형태의 ‘변종’이 나오면서 ICO를 앞세워 투자를 유도하는 유사수신 등 사기위험 증가, 투기수요 증가로 인한 시장과열 및 소비자피해 확대 등 부작용이 우려되고 있다는 지적이다.

실제 최근 ICO는 프로젝트에서 나오는 수익을 배분하거나 기업에 대한 일정한 권리 및 배당을 부여하는 방식(속칭 증권형) 뿐만 아니라, 플랫폼에서의 신규 가상통화를 발행하는 방식(속칭 코인형) 등 다양한 유형으로 이뤄지고 있다.

7월 미국, 8월 싱가포르, 이달 4일 중국 등 주요국에서 ICO 관련 규제를 강화하고 있는 것도 정부의 규제 강화에 영향을 미쳤다. 가령 중국 인민은행 등은 지난 4일 ICO를 금융사기와 다단계 사기와 연관되는 불법 공모행위로 규정, ICO를 전면 금지했다.

정부는 또 가상통화 취급업자로부터 매매자금이나 가상통화를 빌려 매매하는 속칭 ‘코인 마진거래’와 관련한 제도권 금융회사의 영업·업무제휴 등를 전면 금지키로 했다. 앞서 정부는 9·1 대책에서 이미 가상통화 취급업자의 신용공여행위를 허용하지 않기로 한 바 있다. 정부는 추가로 가상통화 취급업자의 신용공여 현황 및 대부업법 등 관련법 위반 여부를 조사하고, 위반시 엄정 제재키로 했다.

이밖에 내년 1월 금감원이 가상통화 취급업자에게 집금계좌를 발급한 은행의 자금세탁방지의무 이행에 대한 테마검사도 실시할 예정이라고 설명했다.

그러자 한국블록체인산업진흥협회는 보도자료를 통해 “현재 ICO는 글로벌하게 진행되는 경우가 대부분이며 개인의 ICO 참가를 막을 수 있는 현실적인 방법은 없다”며 “무조건적인 ICO 금지는 국내 자본의 해외 유출을 가속화할 수 있고 블록체인 기술을 기반으로 한 국내의 4차산업혁명의 열기에 찬물을 끼얹는 격”이라고 주장했다.

이들은 “조속한 시일내에 블록체인산업 종사자들과 가상화폐 관련 업계 관계자들과 함께 현실적인 대응책을 마련해 행정부와 입법부에 의견을 전달할 예정”이라고 강조했다.

Indeed, recent ICOs have come in a variety of forms, including distributing revenue from the project or giving a certain right and dividend to the company (denominated securities) as well as issuing new virtual currencies on the platform (denominated coin) is.

The strengthening of ICO-related regulations in major countries such as the US in July, Singapore in August, and China on the 4th this month also affected the strengthening of government regulations.
