Just follow this. You avail the copper membership so therefore you can upload an image. It's just that you lack some in your link.
It's better to use the imgur in desktop or browser and not on app since the link is not the same and it won't work.

You need to either become a jr. Member or buy a copper membership.

When following the jr. Member link be sure to focus on the top of the page under the update as the links lead to more information regarding merit and the restrictions on newbies.

To specifically answer your question you need to write a minimum of 30 posts, spread out over 3 activity periods(activity is explained in the jr. member link as well) and earn 1 merit. Or buy the copper membership if you feel the 1 merit is a barrier.
