1. Find someone near you willing to sell his/her bitcoin for cash.
2. Meet him and exchange your cash for bitcoin.

By cash do you mean fiats or the currency your country uses? If yes then as mentioned localbitcoins.com  is a very good option as I have never met scammers there and you should be also aware and check the profile of the person you are trading with. But the site takes alot of fees and that might cut the amount you thought you would receive, so basically send more btc as your balance to get the desired amount

the best way to buy it should be by buying it on online website,
because you can hidden your transaction and easier other than buying it on local machine(i do not know it's exist in some country).
just like other people said,as a beginner the best way to start it is by buying it on localbitcoin.com,
why i recommend you that site ? because in there you can find a lot of people buying or sellin bitcoin using various online payment and fiat.
that mean if your currency is not on the list you can buy it using another online payment like paypal,
convert your cash to paypal and buy it in there,
other than else it's much more easy to do and basically it's supporting a lot of currency.
but at the same time you need to pay a higher fees compared to others
(that is what i heard from them,but if you can buy a cheaper one you may be get a profit from it)

Just use localbitcoins, that is the most safest way that you could just buy some bitcoins, because you do not have to provide your ID in order to buy some.

I have been doing this to buy/sell most part of my bitcoins, and i have never had any problems so far.

And the support from localbitcoins is always replying to my emails, so yes, probably that is the best way to buy bitcoins if you want to use cash (and by p2p of course)
