can't send bitcoin from BTC.com

I have $138.13 USD or .0209 BTC in my wallet and I've been trying to send bitcoin starting at $135 and decreasing in $5 increments and it didn't go through until I got to $45.   Now this has been happening steadily with my last several deposits that each time I cannot send my full balance.  Any idea why this is?   I understand some sites won't let you empty balance but I'm up to $96 in unsendable BTC.  Is there a time limit when it will be released after 1 month etc???  Any help is appreciated, thx!
