As it is planned to be decentralized tourism industry so it is a peer to peer and business to costumer involvement without any central or governmental involvement or authority; this is the core of the project. Please see the features that we have mentioned in the ANN and also in the website. But of course we will welcome any governmental support to our project on a condition that such support SHOULD NOT affect any of the features of EALP, in particular what is concerning the decentralization, anonymity, ...etc.

If you are No. 13 then you were disqualified because your Twitter account is not at least 5 months old. From both your bitcointalk ID and Twitter ID I think that you are No. 15 and not No. 13. If you are No. 15 then you are validated and you will get your stakes, in this case please keep checking regularly the spreadsheet to see how much stakes you got.
