and even though the Bitcar project starts in 2017 until now they don't have good development, maybe this makes investors more lazy

Their "[BITCAR] BitCar Token Sale: New Exotics Peer-to-Peer Trading Platform***" development as well as marketing is not good. They are trying to marketing here with newbie account and I guess everywhere they are doing same. They should hire good developers and with that also need to hire promotional manager.
