Yes you can. But as far as I know not a lot of signatures campaigns accept newbies. I know that Zabercoin does https://bitcointalk.org/index.php?topic=2398330.0
Try serching services section in marketplace. Maybe there you can find something. I don't really participate in those bounties

*sigh*, another member who only signed up to participate in signature campaigns... And the answer is yes and no. There are a number of  bitcoin signature campaigns who do accept newbies, but most don't.

some campaigns allow newbie but some does not .it is needed to check manually.

I see this question in some site the answer YES. We can participate in signature campaign in some projects that allows newbie. We can look to it in altcoins sections.
