You are right, according to his tweet; he will give $25 to a user if he wins in betting but if not no giveaway? He should update us regarding the sport betting result and if he really wins then make an announcement here who will be the lucky winner.

Upon checking the tweet, it was posted at 2:38 AM Nov 21, yesterday; so the result was already out last night, did Celtics won?

His the one who started this post/ topic https://bitcointalk.org/index.php?topic=2419253 said that he will pay for .00001 btc for just re tweeting but he stop posting after he noticed that the fee is more than the bounty and leave all re tweet and get it for free.
Its a good idea to escrow the funds and give more instruction how they can get the chance to win your prize.
