I am sure about this news validty cause bank culture really doesn't goes with crypto currency market and if it is true then we could have get any updates about it but till  now we haven't hear anything so we shouldn't take any sudden dcesion

The previous banking system is based some projects and ico till not come up with anything properly. The projects are growing gradually. Licencing and operation of crypto is not difficult task in this regular financial market.

I'm in contact with a serious venture capitalist who is dealing with setting up a bank in an interesting (and growing) jurisdiction in Europe (not EU). This country will experience massive investments in the near future and we already have a strong network with authorities and big local players. We are planning a 10M ICO to support the current investment (Already raised +10M, the 10M more are needed for the central bank deposit).
Looking for medium/large investors for private talks - private sales (min 0.5M-1M for marketing expenditures).

If you want investors to draw attention with your project you must have a list of strong network with authorities that you mentioned earlier. You must also open for critism and explain clearly in public and not with PMs.
