It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

Likely scammer. First asked me to go first, I checked his trust ratings and he has like 3 negative feedback.
I sent him Bitmit escrow link, he ordered it, didn't pay and cancelled order with "Not interested"
Don't sell to him, he is "not interested" anyway.
