People should be informed for such things. 

The problem with this campaign type is that if entries aren't evaluated in due time, a lot of them can't be evaluated at all. There's no requirement to keep your shares online for a certain amount of time (and even if there were, it would have expired by now). Therefore, you can safely say that it is abandoned and can be locked.
