This is quite a high risk transaction.
You’re asking someone to sell an item for PayPal (reversible) and to declare it below FV (which means if anything happens in transit, they lose out on the insurance claim).
I doubt you’ll find anyone on here willing to do that.
I would be able to sell you one but would require BTC payment upfront or via escrow.

if i want to chargeback ill buy from ebay and ill do it,
i ask to declare value because of 30% import tax in my country
