Also, will using the Tor browser get me around the "USA bans" that a lot of the exchanges seem to have?

Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

It won't as these exchanges usually don't really take your I.P as a proof, they will ask you for your ID and residence but If that's not the case, you should be fine.

Some exchanges don't even require you to have an account to exchange with them.  Shapeshift.io and Changer.com don't require an account.

Tor changes ip every few min normally, if sites are checking ip which they do Cheesy  mostly will log out you,Using a simple https proxy is much better than tor for this purpose

There are a few things you need before you consider purchase off of Tor.

Get yourself a computer configured with Tails
Purchase Bitcoin anonymously.
Send the coin through a tumbler .
Create an anonymous wallet and receive the tumbled coin.
Purchase with coin from a market.

These are the basic steps to securely purchase. Hope this helps!

Bitfinex will let you use tor, but you have to log in through a regular IP address first then enable it tor logins for that account. All attempts to log in through tor are blocked otherwise.
