New unit, hashed for 10 min, fan working, then silence.

I let it cool down, reflashed the PI, checked the fan plug (is ok)

Miner starts, blue light, auc3 green.
I set min fan % to 50, nothing

Has good hash rate, fan won't start, you can see the Fan % climb, but the rpm stays at zero and it does not move.
I will research how to test a 4 pin PWM fan

Any ideas?

Do you mean your avalon fan is working in the first run and then sooner will stop?
What PSU you are using maybe the power supply lower than the miner do you have any wattage meter to check if ever your miner is running with 1150w.
If its ok maybe your fan is damaged If your unit still under warranty better to contact their support about your unit.. because its not good idea to open the unit to troubleshoot if what actually the problem if still under warranty only support of canaan can give you idea what is actually the reason of the fan not running ..

I am using 2 HP  DPS-1200FB A PSU's on 120v, so each should have 900 watts

The miner starts fine, sends hash, now the fan will ramp up on startup, go slower for a while, reach about 3300, then cut back to about 1100 rpm.

At least the fan turns on.

The miner reports 90 degree c when the fan starts going slower.

This is a November 22 batch, just rcvd last Friday

Is the fan supposed to ramp to 100% when you start the miner?

Can you confirm the way the fan is moving air. There have been a few that were mounted backwards. The fan should pull the air through the unit and discharge on the side the fan is mounted.

Yes, it pulls air through the unit and blows it out the side where the fan is mounted.

Sequence:

upon Powerup:  Fan goes to (I think) 100% for about 1 second
Throttles back to the 30% (I preset in config)
Then drops back even more as the unit heats up
Sometimes the fan just stop after the initial 100% start

Questions:
Do all units ramp to 100% at startup?
Is the fan curve controlled by the Pi or the unit itself

On startup they usually ramp up to 100 then go to idle and slowly work their way up to full hashrate over the next 5-10 minutes.

Did you try just running it normal before adjusting the fan configuration?

You should post in the main Avalon 7 thread there are a lot of people who monitor it to help with troubleshooting. Give your details, maybe some snaps of your api logs.
Also the info on your temperatures.
