There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

that's normal dude, some exchange maybe charges lower like yobit/polo. The luxury controlling withdraw fee only available if you own your private key and using wallet like bitcoin core.
You want to keep your BTC in your own wallet or what? if you want to withdraw to another exchange you can try some alts like doge and transfer that's alts then you will get a cheaper fee for withdrawing.

There are also exchanges with a higher withdrawal fee. Coinsmarkets.com has 0.002 BTC. Cryptopia and Coinexchange as well as bittrex 0.001 BTC. Yobit 0.0008 BTC. And what I use very often, so it's Poloniex, has the lowest fee of 0.0001 BTC.
