not easily, because each account is tied to a credit card. so the customer would have to change card's to create a new account. that's what personal responsibility looks like

I think only low ratings are a problem so that they won't have to check most of the ratings.
On the other hand, it seems impossible to find out if a rating is based on the truth or not. For example, someone gives a restaurant a low rating because the waitress was allegedly rude towards the customer. In reality, the customer was being a jerk and touching the waitresses ass which led to the waitress yelling at the customer.
