Does Bitmain allow pre orders?

I keep seeing ads for selling S9’s that people don’t even have yet. They say the have 100 units coming or something like that. So do they do preorders at certain quantities only? I wanted to buy a couple from them. I suppose they won’t take a pre order for two units though.
