How can i increase fee per byte for a transaction that sent by someone else?

Even if you use Bitcoin through Tor, the way transactions are handled by the network makes anonymity difficult to achieve. Do not expect your transactions to be anonymous unless you really know what you're doing.

No, but you could ask the one who send it to use "Replace-by-fee" feature if the transaction use Opt-in RBF.

This option is Impossible for me.

Otherwise, you could speed up the confirmation speed by spend the unconfirmed input (a.k.a Child Pays For Parent/CPFP) Smiley

Could you explain how?

In short, open your wallet and select unconfirmed input to be spend or check this guide https://en.bitcoin.it/wiki/Fee_bumping.
But don't forget it's only possible with real bitcoin wallet (read : wallet which let you access private key).
