Almost 30h and transaction not confirmed yet

Hi guys,
Yesterday I made a transaction of Bitcoins from CEX to Binance and after more than a day it still appears as unconfirmed. I tried to accelerate it on ViaBTC but says they are beyond the limit. Is there any other way I can accelerate my transaction? If there is no confirmation, how long I have to wait until the transaction is refund? Thanks for your help in advance.

Is it possible to to do RBF or something similar with CEX.io wallet?
