This is already been suggested for a long  time but still moderators are no control to recover hack accounts only admins you can also contact cyrus and i think he has also power to recover accounts here is the profile https://bitcointalk.org/index.php?action=profile;u=78147

If you follow carefully what written in link thread by theymos and you give sign message that you stake old bitcoin address.. this is the only way that you can prove your self that you own the account.. if no sign message you will be just ignore by admin.. or if you sign already better to wait to review first your account and sign message before they let you access to reset your bitcoin or give the new password for your account..

Any Administrator can access to Security data so that he can reset your password .

My Suggestion is add new Administrator or give low rank of Security data access to Global mods

I don't think you either read or understood what he's saying. It's all well and good PMing theymos or Cyrus but only a handful of accounts are actually getting restored by them. Some users have been waiting many months even after having posted a verified signed message and others seem to have given up even trying. The simple matter is that the admins are swamped with these requests amongst many other issues they need to deal with and to combat this workload should be distributed between other staff members in various ways including administrator duties. If it doesn't the workload is only going to increase as will the backlog of things that need looking into and sorting.
