It would seem several miners and BCH holders are in bed together making tons of TX and super high fees..... A very different and quite successful attack on bitcoin.  I don't know how people convinced miners to want to destroy the value of their coins but ya.

how do i safely use the replace by fee option to resend it with a higher transaction fee?  my bitcoin wallet is empty at this point, and i told it to pay the transaction fee from the bitcoins sent.  ive yet to see a nice clear and simple guide for doing this for bitcoin core

I've checked 8 block explorers, your txid cannot be found on any of them
the fee seems ok 0.00208976/340 = ~614s/B please paste here your hex rawtx so we can help push/broadcast it
Debug > Console > getrawtransaction 39b3e37427c8a5721278e3c813a263ff0c7f42828cc6f1268d77a2377d57327d

i don't know much about bitcoin, is it safe to post that raw transaction or can my bitcoin transaction get 'hacked' or manipulated with it?  am i just better off not touching my wallet and letting it get dropped in 3 days?

ok when i go to blockchain and try to broadcast it in raw form it says its 'missing inputs'

what do i do at this point?

could i load a wallet backup and just resend the same amount to same address?  i did make one successful transaction since that older backup and i have 1 other unconfirmed transaction due to a low transaction fee, so im not sure if that affects things.  this bitcoin thing is way more complicated than it should be to be considered a viable currency

yes it is considered safe, all explorers show this publicly... hex rawtx is just data

ok when i go to blockchain and try to broadcast it in raw form it says its 'missing inputs'

most likely that's what happened. your 2nd tx using an unspent of an unconfirmed 1st tx
when that 1st tx dropped, the 2nd tx will be invalid and give you 'missing inputs' error
yes, you can try resend it. are you simply consolidating your balance?

if you could tell me what wallet and addresses you're using and what you are trying to do
I or someone here could help you with suggestion and how to do it properly
