When I launch the qt, windows 8 says that it stops working. Does this happen to anyone else?

How can i mine it? I can't even download setup-neocoin.exe. setgenerate command doesnt work.

The exe file have VIRUS (As per my AVAST)
4000+ Blocks preminined
There is no proper information for miners like conf setup etc.
