Someone to code a new coin?

Is somebody able to make a new coin,website and ico?
I am willing to pay if somebody is competent to code..
Or do you recomend using one of those websites offering coin creation services?

My idea is not about making money but something totaly different and have around 60k members that would use it so it should be stable and not hackable ie stealing private keys ect.
