There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

Go to your Profile tab

At the left side look at Modify Profile , click on >> Look and Layout Preferences

Modify the field to your liking where it says

Code:
Time Offset:
Number of hours to +/- to make displayed time equal to your local time

You can either click the autodetect, or put 7 inside the box for utc+7

also if you are in a zone that has "Daylight Saving" like me, you have to change the offset +1 hour and then -1hour every six months that the "Daylight saving" changes your local time because bitcointalk doesn't do that.

I have looked at the various responses and don't seem to get answer fro m what he asked. Okay, let me ask mine like this: What is the default forum time. I want something like GMT 0, +1, -1 and so on. Thanks

He answered it already (implicitly).
Default forum time is UTC which is the same as GMT only differs on their usage
so you just put -.., -1, 0, +1, +.. to it, and it will match your GMT+- your time zone,
or click autodetect as Quartx said earlier Smiley

Greenwich Mean Time (GMT) is often interchanged or confused with Coordinated Universal Time (UTC). But GMT is a time zone and UTC is a time standard.
