I can sell you $300-$20,000 worth of BTC. I can accept Western Union (Bitstamp rate, I pay WU fee), but would prefer a debit card. Please consider the following proposal:

1. You open a bank account with a debit card and send me the debit card via DHL.
2. We agree on a price.
3. I send you an agreed amount of BTC.
4. You add funds to the account in the appropriate amount.
5. I withdraw the funds.
6. If we both still want to trade, we go to step 2 and increase the size of the trade.
