I come from US. Actually I don't know when the ICO session is opened. If I buy when the ICO session not opened then the transaction will never be completed.
You should have a signal to show when the ICO session is opening.

I tried to withdraw the remaining ETH from my wallet. But the system only allows me to withdraw 4.4 ETH.

I saw there are so many "waiting " transactions from 9th session. Can you explain?

Your transaction is "waiting" means your biding price is too low so they could not be "matched". These transactions will be rejected and the system will refund to your wallet after 24 hours.
