A parent transaction (the low fee one) needs to be confirmed before a child transaction (the high fee one) can be confirmed.

The poster above is right: the parent transaction has to get confirmed before the child transaction can get confirmed.
An exception is a Child-pays-for-parent transaction in which the child transaction pays the fee of the parent transaction so they both get confirmed at the same time.

185 sat/B is currently a low fee, not a high fee.
80 sat/B is considered a very low fee.
You can look at https://estimatefee.com/ or https://bitcoinfees.earn.com/ for an estimation of a fee.

Yes, the parent transaction has to be confirmed before your child transaction can be confirmed (Both being confirmed in the same block does work too).
Basically there are 3 possibilities:

1. A miner confirms your parent TX, without confirming your child TX (In this case your child TX should get confirmed within the next blocks)
2. A miner confirms both of your transaction into the same block
3. Both won't get confirmed at may get dropped from the network.
