If this is a fake site then it's one of the best ones I've ever seen, but it still looks too good to be true and if it is too good then it's probably a scam.

Telegram didn't and doesn't conduct public offer of tokens. Be careful and do not trust fake sites and rumors.

cointelegraph don't say the true*. The real reason is that they don't wan't problem with the SEC because they don't sell any product. (their blockchain is not made, nothing is done, i'ts not really authorized to sell to the public a product that does not exist). As a precaution (and as they already raised $1.7 billion) they preferred to stop right now,

There is nothing official yet and even if there would be it's highly probable this won't ever reach the public. They'll sold all ICO 'shares' to private big investors so they won't have to manage millions of KYCs, small transfers, etc.. Anyway after overhyped announcements it seems Telegram ICO is cancelled (https://www.independent.co.uk/life-style/gadgets-and-tech/news/telegram-ico-cryptocurrency-bitcoin-ton-a8334551.html), maybe because they want first to be sure to have full regulatory compliance or maybe they are just waiting markets to recover so they can grab more money. I don't believe the whitepaper is the real one too, seeing how many scams that ICO hype has generated.
