Typically, the  coins dev  want to get premine in the beginning, or as Freicoin, immediately deduct interest in his fund.
In most cases, this causes a negative attitude to such coins.

And it is possible to implement an algorithm that will create premain much later.

Then, if the coin hasn't become popular, it will be no sence with that premain.
And if the creator spend enough effort and resources for the promotion of the coin, it will be a fair reward for him.

eg. ANN has a total of 777777 blocks, 100 per block. On the block  100000 dev are starting to get it's fee. This can be a super block with 100,000 coins.
The next super block will be at 250000, and the next 400,000.

Thus, it is possible to develop  reward's algorithm  of any complexity.

The main fact is that the creator of the coin gets its reward after all the other people.

While pre-mining is always going to attract some negative attention, the best way to do it is itemization and charitable contribution/contest prizes. As long as you can account for all the coin returning to the system in a fair and provable manner the majority of people will be satisfied.
