"Minimum fee for the project", did you meant soft cap? It's really interesting question, because this project has hidden softcap, so we don't know. If hardcap will not be achieved then platform will be launched when it planned in accordance with roadmap.

It's hard to believe that government will pay scholarships in project on blockchain. It's should be modern country, but modern countries already have normal education system.
