Bloom looks interesting. KYC and identification in general will be critical to be in compliance with SEC regulations.

There are many ICOs in 2018 and it is not the end yet. Therefore, it is hard to make a full conclusion at the moment. I believe that there are still many great ICOs in 2018 that ready to launch. RIght now, we should rate ICOs in 2017 instead of 2018

I can't say which ICO is the best to start this year because of the fact that there are very promising ICO that turns only to be scam after the ICO. Good for those ICO who are really legit and are not into business of scamming people. Even ICO rating websites are not very reliable on the result of ratings for each ICO listed on their website.
