This is risky and dangerous. If the money will come from different accounts, there is a very high risk of MITM scams. Scammers use a similar strategy by recruiting bitcoin traders to receive wire transfers in exchange for their coins. The wired funds are later discovered to be payments for nonexistent cars, sports tickets, phones, laptops, boats, jewelry etc. By that time the scammers and stolen coins are long gone and the authorities will come after the bitcoin traders with arrest warrants for fraud.

How can you send someone BTC if you need some in the first place?

It is the same thing. I have some BTC and some cash, I need to expand my business but I don't want to sell the little Bitcoin I have.
In you case I will be doing arbitrage.
Assume I put 0.5BTC in an escrow for you while you send me the value in fiat, once received I will release your BTC and use the newly received funds to purchase. In this case I didn't really sell my BTC or had to pay fees on futures.
I have limited funds and I am working on growing.
