Something in this does NOT add up. In the US, this has NO use. I suspect it will also have NO use in most (or all) of the EU.
I have worked in hospital IT departments for 16 years now. My primary experience is as a systems/security engineer with hospital EMR's Meditech, Patient Keeper and Eclipsys. From someone who has worked in the technology side of healthcare in the US, I dont see this MEDIC Coin having *ANY* real world use. None. Nothing in the OP even mentions the ACA or HIPAA compliance. Just my opinion, but I know this industry well and I do not want to see any one get burned. Just my opinion but this seems like a scam coin.

MEDIC, which is a fork of OpenEMR.  Thousands of people already use OpenEMR.  It met meaningful use.  It is a very nice and easy program to use and it is free.  I am a physician and I use OpenEMR so I know the program quite well.  It is better to take an Opensource program where there is a strong grassroot users and make it better than to come up with something new and hope people will try it.  When a program met meaningful use, then it is understood as HIPAA compliance.

You can't call this a scam coin because we have a working wallet.  We have a working blockchain.  We have a working masternode.  We have an active community.  We have active and dedicated developers.  We have met all the milestones on the roadmap up to date.  So with just that, it is a real coin.  Also, developers had not sold one single coin (received many requests to buy coins from community).  This shows commitment from the developers.  When the developers believe in the coin and willing to go down with the coin, that is a real coin, a courageous coin-- not a scam coin.

Look at DASH.  In the beginning people were calling it a scam coin, but the developer stood by it and ignored name callings and concentrated on making a better DASH.  Now DASH is a wonderful coin.
