The article referenced above makes this statement:

"The recent rise of Bitcoin and its subsequent crackdown have taught us one thing: Bitcoin is awesome, but it’s not fully private. In fact, it’s one of the most public transaction systems ever, operating through an open access database known as the blockchain, and each transaction has a traceable IP address. In Bitcoin, you may be unknown, but your money isn’t."

How does each transaction have a traceable IP address?  Or is the author incorrect?

The author is wrong, there's no traceable IP address but all transactions are public, recording the wallet id and amount

Even though no IP address is stored in the blockchain, any NSA listening can correlate your IP address to the transaction. Also your ISP may keep a log your communications, which the authorities can access.

I wrote more about why we need high-latency I2P more then we need Zerocoin:

https://bitcointalk.org/index.php?topic=273197.msg2950849#msg2950849

Currently Tor and I2P are not very confidently anonymous, because low-latency Chaum mix-nets (a.k.a. onion or garlic routing) are not immune to timing attacks on anonymity.

Zerocoin is dead, they arent even answering messages/emails from devs wanting to integrate zerocoin; as they say, "you should contact us"

With the zerocoin library available, what obstacles are preventing someone from making an altcoin that incorporates zerocoin?

Zerocoin is like bitcoin with an inbuilt anonymizing function. It works kind of like this:

Put lots of other peoples money and your money of the same denomination in a bin
Mix the money up
Reach in an grab an equivalent amount of money, which is now a random person's money

Now no one can tell where the original money came from.

They already have similar services for bitcoins for a fee:

As far as I know zerocoin is in alpha state at this moment, so it needs time and more active devs.

this was my understanding as well, though to be honest, it has been a while since this has crossed my radar. any new information about zerocoin as of late?

Introduction

libzerocoin is a C++ library that implements the core cryptographic routines of the Zerocoin protocol. Zerocoin is a distributed anonymous cash extension for Bitcoin-type (hash chain based) protocols. The protocol uses zero knowledge proofs to implement a fully decentralized coin laundry.

The Zerocoin protocol is provably secure and uses well-studied cryptographic primitives. For a complete description of the protocol, see our white paper published in the IEEE Security & Privacy Symposium (2013) below.
