How does each transaction have a traceable IP address?  Or is the author incorrect?

Even though no IP address is stored in the blockchain, any NSA listening can correlate your IP address to the transaction. Also your ISP may keep a log your communications, which the authorities can access.

Currently Tor and I2P are not very confidently anonymous, because low-latency Chaum mix-nets (a.k.a. onion or garlic routing) are not immune to timing attacks on anonymity.

Zerocoin is like bitcoin with an inbuilt anonymizing function. It works kind of like this:

Put lots of other peoples money and your money of the same denomination in a bin
Mix the money up
Reach in an grab an equivalent amount of money, which is now a random person's money

Now no one can tell where the original money came from.
